Kal-Valley Bass Club Bylaws January 9, 2001 Amended February 11th, 2007
Article I: Name and Purpose
Section 1: Name
This Club shall be called the Kal-Valley Bass Club.
Section 2: Purpose
To stimulate public awareness of bass fishing as a major sport. To offer our State Department of Natural Resources our organized moral and political support and encouragement. To promote full adherence to all conservation codes and demand adequate water standards. To detect and report any polluter and call public awareness and political attention to his crime. To improve our skills as bass anglers through a fellowship of friendly exchange of expert bass catching techniques and ideas. To promote and encourage youth fishing and a love for this great recreation.
Article II: Membership
Section 1: Number of Members
The total general membership shall not exceed 50 members.
Section 2: Requirements for Membership
To become a club member a person shall be at least 18 years of age or sponsored by an active adult member.
Section 3: Leave of Absence
A member may elect to take a leave of absence for up to one year. In the event that the membership roster is full at the time he wishes to reactivate, he will be placed first on the waiting list.
Section 4: Membership Dues
Club dues will be set at the first non-tournament meeting each fall. Dues collection will start with said meeting and continue through the start of the first tournament that is half way through the regular season.
Article III: Officers, Elections, Vacancies, and Eligibility
Section 1: Officers and Their Duties
a. PRESIDENT: Preside over all club meetings and direct all official business. Supervise all club functions. b. VICE-PRESIDENT: Act as program chairman, assist the President in his duties, and preside over all meetings in the absence of the President. c. SECRETARY: Maintain accurate records. Record meeting minutes. d. TREASURER: Maintain accurate financial records. Submit report at each club meeting. e. TOURNAMENT DIRECTOR: Make all decisions regarding the interpretation of tournament rules. Settle scoring disputes. Determine boater/non boater assignments. Monitor arrival times and check-in times. f. ASSISTANT TOURNAMENT DIRECTOR: Assist the tournament director in his duties. Assume the duties of the tournament director in his absence.
Section 2: Elections
The elections of officers shall be held annually and to be done at the first winter meeting.Election shall be by simple majority vote of members present. Officers shall be elected separately in the order listed in Article III, Section1.
Section 3: Eligibility to Vote
Each member is entitled to one (1) vote. Proxy votes will not be permitted.
Section 4: Term of Office
The term of office is one (1) year, and run till the next club elections. Section 5: Vacancies
In the event an office becomes vacant, nominations shall be sought, and an election held to fill the unexpired term of the individual vacating the office.
Section 6: Eligibility for Holding Office
a. Must have been a member for six (6) months. b. Must have attended at least three-quarters (3/4) of the club meetings, and three-quarters (3/4) of all club tournaments. c. A person cannot hold office in two (2) bass clubs without approval of Kal-Valley Bass Club.
Article IV: Method of Amending the Bylaws
Section 1: Amending the Bylaws
These Bylaws may be amended at any regular meeting by a two-thirds (2/3) vote of the members present. Provided notice of the proposed amendment has been presented to the membership in writing prior to the meeting at which it is to be voted upon.
Article V: Removal from Membership
Section 1: Reasons for Removal
a. Failure to pay all dues. b. Any cheating during a club tournament. c. Any action of dishonor, disgrace, or disrespect that could reflect poorly on this club.
Section:2 Removal from the club
For rules violations of b or c a member is subject to a majority vote by the members present at any regular meeting or tournament.
Article VI: Challenge Tournaments
Section 1: Selection of Participants
If our club engages in a Challenge Tournament with another club and only a limited number of participants are required, Kal-Valley representatives shall be selected based on the final standings of the previous season and willingness to participate.
Article VII: Minimum Requirements for a Tournament Boat
Section 1: Requirements
A boat shall be considered tournament-worthy if it has a working live well, and required navigation lights. All equipment should be functional.
Article VIII: Annual Awards
Section 1: Big Bass Award
It is given for the largest bass caught by any member during any regular club tournament.
Section 2: Anglers of the Year Award
This is awarded to the team with the most total weight in one season, boater's name of record will be use to figure which team gets this award.
Article IX: Tournament Rules and Scoring
Section 1: Tournament Rules
Tournament rules for the current year shall be be viewable by membership on-line at our web site or distributed to all members at the first tournament of the season. Changes may be made at a regular non-tournament club meeting by a simple majority vote with a minimum of one month’s notification prior to any such vote. A copy of the rules is attached.
Section 2: Scoring
The system for scoring weight-points and penalty points shall accompany the Tournament Rules. Penalties shall be described.
Article X: Lake Selection
Section:1 The Lake Selection
The Lake Selection will be done at the first club meeting during the non-tournament season, with a three-quarters (¾) majority vote for said lake by the members attending said meeting. The number of tournaments and the time of the day will be decided on at the first club meeting during the non-tournament season. The club can only fish a club selected lake once a year (excluding the classic), we can fish selected lakes consecutively year after year.
Special tournaments rules All Mystery tournaments will from now on be called the "Howell Mystery Tournaments", in honor of our friend passing in 2009.
